If you buy a flight for 1 person and it is a flight with other participants, it depends on what everyone agrees on with the pilot. Usually, the route recommended by the pilot is chosen so that you see as many sights as possible.

If you have purchased a flight for 2-3 people, i.e. the whole plane, you can choose your own route after discussing it with the pilot.
